👉 Thus, public authorities can be held strictly liable as manufacturers or suppliers of digital products and services (e.g., e-government applications, smart city solutions, health apps)—especially if they co-develop, market under their own name, substantially modify, or import such products.

In the future, liability risks will not only cover personal injury and property damage but also data loss.
